Electronic invoicing in Germany: how to prepare for the 2027 mandate

The path toward mandatory B2B e-invoicing in Germany has already begun.
As of January 1st, 2025, companies are required to receive structured electronic invoices compliant with the EN 16931 standard, marking the first step toward a new digital compliance framework.
The change will intensify from 2027, with the gradual extension of the issuance obligation to companies with an annual turnover exceeding €800,000, and will reach full implementation in 2028, when electronic invoicing will become the standard for all B2B transactions.
From January 1st, 2027, companies above the turnover threshold will no longer be allowed to issue paper invoices or unstructured formats: e-invoicing will be mandatory, with no exemptions.
Preparing in advance is essential: postponing action increases the risk of operational disruptions, process inefficiencies, and compliance issues.
